Drugstore eyeliner

Can anyone rec a good drugstore eyeliner that I can use for tightlining that won't transfer to my lower water line

I second that.  I got it in Ipsy and love it.  I especially love the caligraphy style brush tip.

I use Rimmel Scandaleyes Waterproof Kohl Kajal. They're quite amazing. I feel that it's very creamy and doesn't tug. I don't have problem with transfer to the lower lash line so far

I have the rimmel liners but I don't find them amazing, they transfer and smudge on me and there a real pain to sharpen /emoticons/[email protected] 2x" width="20" height="20" /> it's a shame because I love the taupe and the shimmery black one

Milani Liquid Eye is the best IMO.. (its not a liquid its a kohl pencil) My FAVE Drugstore Eyeliner it lasts on my Water line better than any other eyepencil.
