Best base for eyeshadow

What is the best base eyeshadow (cream or powder) to help eye makeup last and look vibrant/bright --

..... a more neutral color (close to my skin color) ??

......  or something whiter / brighter (like a white or soft pearl color?)

(* I have pale skin with olive undertones, and hate it when my color seems to fade or look too 'drab'.  I am allergic to most primers, so a base shadow (cream or powder) is my only option.)

 
I've had great luck with Bobbi Brown Cream shadow and cream shadow stick as a base.

 
I use Be A Bombshell cream eye base (in submission?) when I'm doing neutral tones, and my Chella highlighter blended over my lids when I'm wearing more vibrant colors.

 
I prefer for powder because it gives shine and smudge proof to my eyes. While coming to cream it gets wet and it may get spoil your eye makeup when it melts.

 
A lot of people love the NYX jumbo eye pencils in Milk and Yogurt as base colors. I haven't personally tried them as I don't use base shadow, but they have such a major cult following it's worth a shot. Plus, they only cost about $4 and CVS and Ulta are always having BOGO 50% off sales on NYX products.

PLEASE PLEASE PLEASE for the sake of your sanity get the Wet and Wild "take the day on" primer!!!  It is absolutely amazing and costs so little!
