Newbie to Lip color ~ Brands for longwear?

I'm super new to wearing lip color... I've only worn things like sheer tint lip balms before.   I'm really excited to try real lipstick or something. lol

What brands are the best for long-lasting color?  If I want to spend within $10-20 max. 

Do I need lip liner?

How do you avoid it from clumping or being sticky?

Sorry these are super newbie questions I am honestly new to a lot of makeup concepts.  :sunshine:

I love love love Rimmel Provocalips... The staying power is true and the colors are amazing.  You do need to start out with dry, lined lips and then spread one or two coats of color.  Allow the colors to dry, about 20 seconds if that... then add the clear "lip gloss" side for shine.

They are drying (its a stain and most stains do), but the glossy side of the product makes up for the lack of moisture in the pigment.

And the best news, they're less than $8 and if you get them on sale - even better!  You can find these puppies at any drug store that carries the Rimmel line.

 
If you're looking for inexpensive, the Elf moisturizing lipsticks are actually pretty good and have a decent lasting power and they're only $3!!!!!! Also the NYX butter lipsticks. And the wet n wild mega last lipsticks!!!!!

If you're looking to splurge, the new Anastasia liquid lipsticks are really good.  The last FOREVER.  Also, maybe try the smashbox lip lacquers.
