Unhappy Mineral blush is not my friend

Hi,

I have been trying several samples of mineral blush, but I just can't seem to be able to apply it right. Using a regular blush brush, when I apply a bit of it, it looks really pigmented and too intense for my pale skin. As I blend it in, pigments just disappear, poof, leaving me with barely any color. I don't see this problem with regular makeup. I moisturize, use a primer (have a sample of Smashbox), then apply the foundation, and then the blush. I have tried setting powder on top. I have this problem with several brands, from EDM to Lumiere, so I am guessing something is wrong with my application. Should I use a kabuki brush to apply blush too? How do you girls get your blush to stay put?
