Hmm I don't know I just use a semi-large fluffy brush or skunk brush to apply mine, don't usually have any trouble. Maybe try buffing in layers with a slightly damp kabuki untill you get the desired look and then use a finishing dust. I find that I personally like using my mineral blush with my liquid/cream/cake foundation rather then my mineral makeup because I feel like it adhears better.
