I second those suggestions. Forever 21 does have iffy quality, but their items made from cotton seem better than the knit items. Perhaps you can combine the good items from Forever 21 with somewhere else? Also, clearance racks are your friend. Lots of stores have sales for extra percentages off on their clearance prices. Love sales like that. I got a pretty wrap dress once for under $20 that was normally $80!
