I look silly with just eyeliner on my top lid, so i line also the bottom, but i never go the entire way, just 1/3 on the outer corner, and smudged.
Darla, try lining your waterline very close to your lashes (like you want to apply liner on the roots of your lower lashes). It's the only way i can apply something on my waterline. I also use a khol pencil, but it never stays long on my eyes
