Before I became a makeup artist I used to think you follow the shape of your eye with the liner. However, that was actually making my eyes look droopier instead of opening them up. I have to do this for glam looks on photo shoots - so basically you want to use liquid liner and a tapered, stiff, thin eyeliner brush, keep the brush as closely as possible to the lashline (you don't want any gaps) - this is basically making your lashes look fuller also. You're not really drawing a straight line across - you start from the inner corner of your eye, follow your lashline and then gently bring your brush "slightly" out (away from your lashline) and up with the liner. If you want a dramatic look, go a little heavier from beginning to end (not just the end). For a day look, do a thin line.
Also, never try and connect your eyeliner on the bottom with the top - you won't get the "eye opening" effect.
