Tips for PSP 9?

Well, I suppose I should start from the beginning. I love drawing cartoons and whatnot. (For anyone who has ever seen my posts, you'll know which cartoon I love to draw from. x3) Anyways, I've been experimenting with it, doing backgrounds for the cartoon and whatnot...however, it's extremely hard. I tried doing a background with a moon and buildings and all-but I'm not sure how to make the moon glow. I'll attach the picture. Does anyone have any tips or tutorials as to how to make it glow and all?

(And yeah, the background is supposed to look simple like that. It's just the style of the cartoon.)

Have you tried using the dropshadow effect?
I don't use PSP but I still have my old PSP on PC but I don't use it anymore now since I got PS CS.
