It's for anybody who has a lucky subscription (you have to put your account number in). I don't know if they only have subscriptions in the US or not.

edit: on the website they have a place for non-US subscribers

So I'd say that anybody with a subscription (even non-US residents) would be eligible. It doesn't say otherwise anywhere.
