It's basically just very VERY fine black powder. It comes in a little container and when you pull the lid off, there's like a stick inside the lid, like a nailpolish bottle, which all the powder sticks to. You can tip some out and add water for liquid eyeliner or you can just use it as loose eyeshadow, which is what I do. It doesn't end up looking grey like a lot of black eyeshadows do.
