It's a lovely look. Yes, i think it's doable, the colors shouldn't be a problem, they may strike a little more on a fair skin but nothing too bright.

 
I think Tiffany D on youtube has a tutorial on how to do this if you want to give it a look. I'm sure if you just youtube double winged liner you will get a few hits.

I think its very doable.

 
It's definately doable!!  Might take some practice, but go for it. Double winged eyeliner is fun to play with.
