Ask for a sample of Estee Lauder Double Wear. It covers up really well, but it's very thick. It's expensive though, but she should give it a try anyway.

 
I was gonna post the same thing. This foundation is amazing!

A good drug store alternative is Revlon Colorstay.

I really like revlon colorstay for drugstore foundation, just make sure you blend fast because it sets quickly. But you can always ask for a sample of a nice foundation for her to use for her graduation.

 
I recently started using Boots No7 mousse foundation and I find that the coverage is amazing.
