So I'm looking for an green(metallic, shimmery, matte- doesn't matter) lipstick. seafoam green, hunter green, just nothing bright and lime-like. It's for halloween specifically, which is why I don't want to spend like $18 for one. I sorta need it long lasting...

Did you check Amazon? There are many Prime eligible options, prices for the color you are looking for range from $3 to $12. This one for example is ~$4 with free shipping (link).

The ladies in a Facebook group that I'm part of have been raving about ColourPop Ultra Matte Lip.  They have a green shade.
