How to stop eyeliner transfer? Water lining question

I do not mean tight lining between the lashes but the actual inner rim/waterline. I love the look of the upper waterline being done but it always, and I mean ALWAYS transfers to the lower water line which I have to clean up constantly with a q-tip. I've tried waterproof eyeliners and it still does..

Is there some kind of special makeup guru trick to get around this?

 
Are you using a special kohl eyeliner? Those usually work the best. Urban Decay has a waterline liner as do many brands. Also after you apply, try not to blink and let it dry for a moment to set.
