Great thread! Here's mine:
Bare minimum:
Cream concealer - The Balm's Time Balm
Mineral powder foundation - Aromaleigh Voile
Blush - MAC Style or Aromaleigh Rococo (this is MY neutral blush, your's will be different according to your skintone. But this works for me no matter what color shirt I am wearing, or what style makeup I am doing)
Brow pencil - Dianne Brill Eye Lingerie is my fave brand
Mascara in black brown - I really like Rimmel XXL in the black/pink tube
Nude lipliner - I use this every day, with every color lippie or clear gloss. Fave is L'Oreal automatic pencil in Barely Pink
Gloss in a medium natural rose - my fave is The Balm's Plump my Pucker in Melt my Chocolate. Looks dark in tube, but is perfect on the lips - nude but better.
Then to build from there, I'd add the following
Matte or satin finish shadow in whatever color matches your skintone or is slightly lighter - use as shadow wash, or highlighter on eyes and cheeks.
Medium depth matte taupe shade - warm or cool depending on your skintone. Use as lid color, or crease color, or to contour your face with.
Dark shading color - chocolate brown for me, might be grey or even black, plum or navy for others. Use as crease color, accent color, liner.
Skinny black pencil to line eyes
Red or deep pink lippie, according to preference and skintone.
Beyond that, sky's the limit. But when I travel, those are the things I always bring. Might be "dull" but it's always appropriate, and I can add a COLOR as needed. But those are my basics, and the things I think everyone should have in her kit. You can achieve all sorts of looks with just those basics!
