Metallic or Matte?

People are always going to recommend MAC eyeshadows, so if you want a surefire bet, just pick one of theirs ^^

If you don't mind a shimmery stick eyeshadow, a surprisingly good one is Wet N Wild's pencil eyeshadow in dark blue. My stepmom's complexion is fairly dark and it shows up really well on her skin.

 
There is a really pretty one in the Revlon ColorStay sultry smoke quad

Also, I have a Lancôme quad called Hollywood Seductive that has a nice, dark blue.

I really really like thunder by MAC. It was part of the nauticals collection I think

The Balm's Shady Lady palette has a couple of blues in it. The middle one is super dark and the bottom right one is like a smoky/gray blue.

midnight over cape verde is the most beautiful deep blue. i got one for .75 at egminerals.com
