I think it does but I hardly ever use one unless I'm going for a super polished look, especially for the cupid's bow.

 
With a brush I think you use less product, get a cleaner edge and, if your lips are a bit on the dry/flaky side, I think the outcome is smoother. I have a MAC one (retractable) but I also use a cheap plastic one from my Clinique travel palette when I can't find it. You don't need to spend much to get a decent one.

 
i think it does, but it is only a really noticeable diffrence if you are using colors that contrast with your skin tone a lot.

 
i always use a lipbrush when doing either dark or bright colors.... colors that are obviously not my natural lipcolor and that look awful when they run.
