Longest Lasting Eyeliner Pen

I am in the need of a black eyeliner that will last up to 18 hours.  I prefer liquid eyeliner pens with a thin tip.  I don't want to spend more than $15.

If you know of a great eyeliner pen, tell me your suggestions.

I'm a huge fan of the Hard Candy felt-tip pens. They go over eyeshadow well, don't budge all day, and yet come off when I wash. You can get them at Wally World. I personally love their purple, but they have black.
