Yes, not only that, but over time the when the ink fades, the ink will turn either a blue-grey or a dull green-grey colour like in around 20 years. Now with unskilled artists and poor quality inks, the inks will fade to those colours in about 2 to 5 years. And as you age, the skin has more elasticity, thus expanding the thickness of the faded liner. Also most people won't get their eyeliner tattoo touched up as they get older.
