Your formula has thickened and needs to be thinned or tossed. When my Seche top coat is almost empty, it starts doing that. For the warning label, yep, California all the way. The state of CA's own EPA mandates any and all products with certain amounts of chemicals affix warning labels for consumer awareness."WARNING! This product contains a chemical known to the state of California to cause birth defects or reproductive harm." Thats what google said. But also when California puts those it doesn't mean they all will cause that effect. It's more of just a cautionary thing. But I've stopped using the top coat all together because mines gooping up[i've had it a year] and I always find if I don't do a really thick coat it comes out patchy. As well as the fact that it shrinks my tips.[it shrinks the color from the tip of my nail]
