Sunsilk has a winter care shampoo that is a anti static. it's sold at target. I used it and it works very well, but it smells like avon's skin so soft and I hate that. The smell lasted through 3 shampoos with my biolage so if you like that then it's excellent!!

 
i've heard that if you rub a fabric softener sheet over your hair that reduces static but i've never actually tried it so i don't know if it's true!

 
you could spritz your brush with scotch guard. or use a dryer sheet.

also make sure you clean your brush daily, cuase other wise it will old a static charge that could make your hair staticy

 
for a quick fix, after you use hand lotion and most of it has been absorbed, you can lightly smooth down any staticky areas.

 
Use a conditioner when washing your hair. But most people already do that, so...

...some clothing fibers are prone to generating static (polyester, rayon, coarse wool). Do not use a plastic toothed/bristled comb or brush... these are major culprits and those are bad for your hair anyway. Limit the amount of time you let your hair hang loose.

Also... do you drag your feet when you walk? In drier weather, it will make an impact on how static-y you become throughout the day.

 
omg I've had this problem all winter...it's getting annoying. But I started putting a little dab of leave in conditioner when my hair is dry and just run it through. Just be careful to not put too much or it will make it greasy. But it's helped my hair.

 
I've had this problem too with the colder weather being here. I'm gonna try the dryer sheet, I'd hate to have to use a heavier conditioner thats going to weigh down my hair
