Will having slightly moist/wet hair after using a blow dryer cause more frizz than if you didn't use a blow dryer and had moist hair?

I only have a blow dryer with high and low heat settings, and it takes a good amount of time to get completely dry so I leave my hair a little wet/moist.

Will doing this cause more frizz than if I didn't use a blow dryer at all?
Generally is slightly damp hair ok after either blow drying or towel drying?

Is it necessary to completely dry your hair until there's no wet/moist feelings to prevent frizz?
 
I suggest using argan oil before blow drying your hair, it makes your hair less frizzy.
Thank you, but I don't have any product on hand. What I'd like to know is if blow drying is bad if you don't get all the moisture out, and if so should you completely dry out your hair? Is it ok to leave a bit of wetness/moisture when blow drying?
