Have you tried Students of the World? I used to use their pen pal service as a teen and young adult when I was in school. It is not a free service but I think it is one of the best and most reliable. It is for all age ranges. It is the best pen pal matching service that I have used, and I have used many. I enjoy writing letters and I honestly feel that it is a lost art form.

Postcrossing is also awesome!! I loved it because it was totally random. I did it for like six months and got dozens of postcards from tons of different countries. Also 19ten20 I'm pretty sure your link is fine under the TOS! :]
