Cleanse problem with Balms

I just can't seem to get my mascara totally off with cleansing balms. I've used Clinique, Elf, and the Inky list cleansing balms so far and they are just not getting all the mascara off. I'm not even using waterproof and usually one coat. I apply it to my face and eyes and use a circular motion. Then I add a tiny bit of water and emulsify and finally rinse. I must be doing something wrong. Any advice, or is this a common problem?

Do you use makeup remover pads?

No, I thought the use of balms would make that unnecessary especially if you are doing a double cleanse.
