I like gel eyeliner - I have three of them from Avon and they make me very, very happy.
If you are putting on pencil eyeliner, I would hold the outer corner of your eye out to the side and gently pull to make it as tight as possible, then just use the tip of your pencil to draw across your lash line. You can make one line, or you can make several feathery motions to line across your lash line. If anything smudges, you can clean it up with an eyeliner brush or a q-tip with makeup remover.
