Mascara application

Every time I have applied mascara it has looked caked and clumpy, even with the "no clump" brands.
How can I apply mascara so it doesn't look like this?

Every time I have applied mascara it has looked caked and clumpy, even with the "no clump" brands.
How can I apply mascara so it doesn't look like this?

I use a mascara fan brush... Like this MAC 205 fan brush.

This pic is not me, but this is the technique being used. Just apply the mascara from the wand onto the fan brush and comb it through your lashes. No clumps.
