Any Teachers I need help

I have been teaching for 5 yrs elementary school I am getting ready to use a partner system called clock buddies. It should work really well for partnering kids quickly without a lot of discussion. The only problem I have is I have 21 students and with an odd number someone would always be without a partner, but the clocks aren't to have any blank spaces and no name 2x. So my question is should I choose 1 student to always have 2 partners, or what?
