Urban Decay is the good one it great color and really easy to put on.

My favourite is Prestige waterproof eyeliner. It's only 5 bucks and you can always find it on sale. This brand doesn't sound too good but I swear this eyeliner is amazing. It stays on all day and doesn't flake or crease, even when I work out for 2 hours. It does smudge a tiny bit after 8 hours but that's to be expected.
